Connecticut: "Show Your Papers" Petition

House Bill 6001 would require the holder of a handgun carry permit to present the permit to law enforcement upon request; and House Bill 6200 would require the holder of a handgun carry permit to present the permit to law enforcement on request if the handgun becomes visible.

The Fourth Amendment allows police to stop and briefly detain a person to investigate only if the officer has a reasonable suspicion, supported by articulable facts that criminal activity is occurring.  This is why Connecticut law requires that officers must have a “reasonable suspicion” that a crime is being committed before they may request proof of a permit.  These bills infringe on the rights of those who choose to exercise their Second Amendment right to Keep and Bear Arms, while doing nothing to deter criminals.

    Open Carry should be the law. It would serve as much more of a deterrent to criminals if they could see how many weapons they were surrounded by. It would also help the police officers because they would know if they search somebody and found a concealed weapon that that person is up to no good. This proposal makes no sense, if legal permit holders have to carry their weapons concealed, anytime a weapon becomes visible it would be because it’s in use. That’s not exactly the time for police officer to ask to see your permit.

    It seems the police would be too busy responding to burglaries, motor vehicle accidents, etc, ….There

    must be plenty of calls to the police- I see little need to do a "Terry " stop….recent cases of shootings

    in this city lead me to believe the police are very busy at the 300 block on Tudor St., the intersection

    of Lakewood Rd. @ Wolcott St., etc…the best analogy is ‘stop a car to check if a driver has a license’….

    especially in a city like Waterbury, it does “look odd” if we see someone out walking with an ‘open

    carry’ firearm….most city folks would be shocked!….I think the 4th Amendment against unreasonable

    searches protects the citizens’ rights…I also think most things have a time and a place— to maintain

    a firearm concealed keeps tactical advantage— no need to tell every one that you are armed- keep

    possible attackers wondering!….end….///….///….///////

    It is time that Government takes stock in the fact that guns do not commit crimes…it is those “few” (few in relation to the overall population) that utilize a gun to commit a crime resultant to their state of mind. That state of mind may be either derangement or learned behavior. To blame guns is a grossly misguided proposition. Rather than attempt to place further restrictions on our constitutional right, how about placing an emphasis on enforcing existing laws which, lord knows, we have an abundance of? I find it disgraceful that an elected official would attempt to deny me the right to protect the lives of my loved ones in the face of peril and leave me only the alternative of trying to dial 911. Preposterous! Are these politicians not men? (Men in the sense of taking responsibility for the welfare of their loved ones or others in eminent peril?) There are just so many reasons why being left to call 911 can be impossible, or just an inappropriate choice, I cannot list them all. Try no phone for example. Try no cell phone service. Try land telephone lines down during a weather event. Try land lines cut by the intruder. Try intruder in my home who would hear me make such attempt. Accordingly, I should be placed in a position where I would be left to stand by ( if I am that lucky) and watch the murder of loved ones??? What are saying here… “is it that my loved ones lives are not as important as the lives lost to a similar peril” Ponder that!

    When will they stop harassing tax, permit carrying, law abiding citizens and make there laws for actual gun offenders, criminals who do not have a legal permit and bought their gun on the street or across the border……
